Who can apply for a Malta citizenship by investment from Dubai?

  • The Malta visa applicant must be 18 years of age, or older.
  • He should be holding a Maltese residency status for at least 36 months, with the exception that this term may be shortened to a minimum of 12 months if an exceptional direct investment (of €600,000 or €750,000, respectively) is made prior to the granting of the certificate of naturalization.
  • For a Malta citizenship by investment, you have to purchase a residential immovable property in Malta for a minimum of €700,000. Alternatively, for a minimum yearly rent of €16,000, lease a residential immovable property in Malta. From the date of issuing of the certificate of naturalization, such qualified property must be held for a minimum of five (5) years. Changing properties and moving from a lease to a purchase, or vice versa, is allowed at any time during the duration.

  • Carry out an exceptional direct investment in Malta, in accordance with the Regulations.
  • For a Malta citizenship by investment one should donate a minimum of €10,000 to a registered charitable and Government Agency recognised organisation or society focusing on cultural, sport, scientific, animal welfare, or creative endeavours prior to the issuance of the certificate of naturalisation. The applicant and all dependants should have approved global health insurance for life; Have a clean criminal record.
  • The applicant should not be considered a potential national security risk.

What are the steps in obtaining the Malta citizenship by investment from Dubai?

  1. Power Of Attorney – For the duration of the application procedure, the applicant grants the Global Law Agent power of attorney to act on his behalf of himself throughout the application process.
  2. Residency – The agent conducts Tier 1 due diligence on the applicant and submits the application for residency. Tier 1 due diligence is performed by the government agency, and first police clearance is obtained.
  3. Eligibility – The Agent submits the application for Citizenship to the Government Agency. The Agent submits birth and marriage certificates to the Public Registry and Passport Office. The Government Agency conducts Tier 2 due diligence to ensure the application’s correctness and completeness. The Government Agency then conducts Tier 3 and Tier 4 due diligence on the application and presents its findings to the Minister. The Government Agency notifies the Agent of the Minister’s decision if the Applicant is eligible to apply for Maltese Citizenship.
  4. Citizenship – The Agent submits the Citizenship application to the Government Agency based on the Applicant’s level of investment. From the date the Applicant received his or her Residence, the period can be 12 or 36 months. The Government Agency continues to conduct due diligence on the Applicant and reports its findings to the Minister. On the Minister’s instruction, the Government Agency notifies the Agent of the Minister’s decision on whether the Applicant is eligible for Maltese citizenship.
  5. Obligations – The Applicant should meet the requirements for Exceptional Investment, Donation, and Property.
  6. Oath of Allegiance – The Applicant and adult dependents are invited to take the Oath of Allegiance in Malta. The Applicant and adult dependents are granted Maltese citizenship and receive a Certificate of Naturalization as well as a Malta passport.

What is the timeline index for Malta citizenship by investment?

  1. The Agent submits an annual compliance form to Community Malta, a government agency that monitors successful applicants for the first five years after they obtain citizenship.
  2. (*) – Persons over the age of 12 are subject to due diligence costs.
  3. (**) – From the date of issue of the certificate of naturalisation, it must be kept for a minimum of 5 years.
  4. (***) – Donation to a recognized charitable, cultural, sporting, scientific, animal welfare, or artistic non-governmental organization or society, or as approved by the Government Agency.
